Candidates Outline Qualifications and Priorities

Multiple residents submitted letters of interest for the position. One candidate was deemed ineligible due to residency requirements, and another withdrew prior to the meeting.

Four candidates — Lisa Chiaro, Christopher Book, former Councilor Paul Kern, and Hutchinson — addressed council, highlighting their backgrounds and perspectives on borough issues. Another applicant, Gina Aiello, did not attend.

Hutchinson, a two-year borough resident, emphasized civic engagement and accessibility as central priorities. He proposed expanding outreach beyond council meetings, suggesting more informal gatherings in community spaces such as local businesses, the library, and Brown Street Park.

He also discussed improving walkability and environmental quality in the borough, including ideas such as street tree programs and beautification efforts. Hutchinson pointed to his experience managing a community garden in Phoenixville and his certification as a Chester County Master Gardener.

In addition, he highlighted his professional background as a cloud engineer, including experience in data recovery and cybersecurity, noting the importance of protecting municipal systems.

Hutchinson also cited past experience as a volunteer firefighter, EMT, and grant writer supporting nonprofit organizations.

Council Discussion Focuses on Experience and Engagement

Council members who supported Hutchinson pointed to his qualifications and approach to community involvement.

Councilor Matt Handley, who made the motion to appoint Hutchinson, said he was impressed by Hutchinson’s knowledge of municipal issues, professional background, and record of service.

Other council members echoed those sentiments. While council members described all of the candidates as strong, several cited Hutchinson’s experience and community involvement in supporting his appointment.

Vote Finalizes Appointment

Council proceeded with a roll call vote, and the motion to appoint Hutchinson passed 4-2.

Voting in favor were Handley, Rick Pennypacker, Sara Woll, and Brandon Woll. Council President Don Shaner and Vice President Chris Yocum voted against the motion.

Because the motion carried, no additional nominations or votes were taken.

Following the vote, borough officials said Hutchinson must complete standard administrative steps, including residency verification, before formally assuming the role.

After the vote, Mayor Adam Alberico thanked all applicants and encouraged their continued involvement through volunteer committees, including Parks & Recreation and Emergency Services.

Council is expected to return to a full complement of seven members once Hutchinson is sworn in, which will likely occur during the next Borough Council meeting in April.
