Spring City Borough Council took decisive steps Monday night toward advancing construction of a new municipal building, awarding a construction contract and approving the project's final land development plan at its most recent meeting.

From Bids to Approval

Out of 10 competitive bids, Twining Construction submitted the lowest offer at $8,804,759.45 — nearly $200,000 below the borough's estimated cost of $9 million. Borough Manager Kisha Tyler noted the figure was encouraging, given that the estimate had been prepared in late 2024 and early 2025, a period when construction costs were rising. The contract covers the new Borough Hall building, a public works facility, road improvements, and parking.

Twining Construction is not new to Spring City. The firm previously completed renovations to Spring City Elementary School, giving borough officials added confidence in the contractor's familiarity with the area.

Council voted to award the contract, subject to the execution of a formal agreement.

In a related action, council unanimously adopted a resolution granting preliminary and final land development approval for the project plans. Borough Solicitor Matthew Hovey explained that Chester County's recorder of deeds requires formal council approval before signed plans can be filed. The resolution also grants engineering waivers recommended for the project.

Financing Plan Moves Into Place

Monday’s actions build on groundwork laid over the past month, as borough officials moved the project from planning into execution.

At the March 2 council meeting, Borough Manager Kisha Tyler outlined a phased construction approach and confirmed the project had already been scaled back by roughly $1 million through design adjustments to keep costs manageable.

Two weeks later, at a March 16 special meeting, council took a key financial step by approving a parameters ordinance to authorize the issuance of municipal bonds to fund the project. The borough’s financial advisors indicated borrowing would likely total around $7 million, with the remainder covered through borough funds and interest earnings.

The financing plan anticipated bond pricing by late March or early April, with funds available by early May — a timeline that aligns with Monday’s contract award and approvals.

Design, Site Constraints, and Parking

The new Borough Hall will be constructed at its current location at 6 S. Church Street.

Borough Manager Tyler described what residents can expect from the finished two-story facility: expanded space to accommodate Spring City’s growing police department, administrative offices, and a larger public meeting room with ample seating. A public works building will be constructed behind the main building, replacing the basketball courts currently located on the site.

To help address parking constraints, officials have also discussed converting Hall Street to a one-way roadway between S. Church Street and S. Cedar Street, allowing for additional on-street parking adjacent to the new building.

Officials also revisited an earlier design option during Monday’s discussion. Plans to build further up a hillside on the property were abandoned after bedrock was discovered, which would have added an estimated $1 to $2 million to the project cost.

With financing plans in place and contracts awarded, borough officials appear positioned to move the long-discussed project into the construction phase. Officials have noted construction could begin later this year, starting with the public works building, with the entire project expected to be completed in 2028.
